The difference between an LLM and an AI agent (it's what it can do, not what it knows)

There's a category error that's worth clarifying before it causes real confusion. People talk about LLMs and AI agents as if they're the same thing. They're not. An LLM is a component. An agent is a system. And the difference — the part that actually matters — is what it can do.

The oracle problem

An LLM, used directly, is an oracle. You ask it things. It tells you things. The answers can be extraordinarily good — synthesized from more text than any human could read in a lifetime, able to reason across domains and produce fluent, nuanced responses on nearly any topic.

But the oracle cannot do anything. It can tell you how to fix a bug, but it can't run the code. It can draft an email, but it can't send it. It can describe a web page, but only if someone else browsed to it first and handed it the text.

This is fine for many use cases. If you need a question answered, an essay written, or a document summarized, the oracle is exactly what you want. The problem starts when you need to automate a workflow, not just generate content.

What makes something an agent

An AI agent is an LLM that can take actions. Not just reason about actions — actually execute them. The architectural difference looks something like this:

The tools are the critical piece. Without them, you have a very sophisticated text predictor. With them, you have something that can browse the web, run code, send emails, call APIs, and manage files — on your behalf, autonomously.

Why action capability changes everything

Think about what you actually want software to do for you. In almost every case, you want it to take action. You don't want a summary of how to book a flight. You want the flight booked. You don't want an explanation of the bug. You want it fixed, tested, and the PR open. You don't want a draft of the follow-up email. You want it sent.

LLMs can produce instructions for any of these things. Agents can do them. That gap — between producing instructions and executing them — is the entire difference between AI as a tool and AI as an autonomous capability.

An LLM without actions is a very expensive search engine. An agent with the right actions is something fundamentally new.

The action gap in practice

When teams start building agents, they hit the action gap almost immediately. The model is capable — reasoning, planning, responding to observations. But the moment the agent needs to do something, someone has to build the thing that does it.

Browser automation. Sandboxed code execution. Email sending. API connections. File management. Each of these requires real infrastructure: servers, containers, session management, authentication, error handling, timeouts, logging. Each of them is non-trivial to build correctly. And each of them is built over and over again by teams who would rather be working on what makes their agent unique.
